1.0 Background. The previous requirement is a partnership with Olympic College for academic and trades training. It combines paid academic and trades training with on-the-job training at PSNS, with participant employees appointed under the educational employment programs authority of 5 CFR Section 213.3202. Generally, community colleges in Washington State are prohibited from offering programs or courses in other college districts without State Board approval or mutual agreement from the other district.
RCW 28B.50.090(12) provides: The Board may authorize the various community and technical colleges to offer programs and courses in other districts when it determines that such action is consistent with the purposes set forth in RCW 28B.50.020 as now or hereafter amended. State Board Policy No. 4.70.10 further provides that an out of district college cannot enter into a contract for educational services with client in another district without first securing permission from the other district.
2.0 Description of Required Services. This requirement is for an Apprentice Program, the Co-Operative Education Helper Program, and the Employee Development After Hours Program of various trades which includes tuition and fees for fall, winter, spring, and summer quarters from an accredited educational institution.
