About this opportunity

The Bureau of Land Management is issuing a Justification for Other Than Full and Open Competition (JOFOC) for sole-source award of eDNA processing services to Oregon State University, with a response deadline of July 7, 2026. The Eastern Interior Field Office is procuring metabarcoding and bioinformatics analysis services valued at $34,320 for the base period plus one option period as a firm fixed-price commercial service contract.

OSU's laboratory will perform primer set selection, annotation, sequencing, and bioinformatics analysis to test for fish species in samples, with particular focus on identifying sensitive and rare species including Lamprey. The scope includes QA/QC processes and reported confidence levels for taxonomic assignments. BLM's market research justifies the sole-source determination under FAR 12.102 and 41 U.S.C. 1901 by demonstrating that competing vendors offer coarser taxonomic resolution at significantly higher costs, cannot identify Alaska-specific species due to detection and identification challenges, and impose unnecessary additional costs through mandatory proprietary filter products and training requirements. The contracting officer determined that OSU's commercial marketplace pricing represents fair and reasonable value.
