About this opportunity
The Federal Communications Commission (FCC) has issued a Request for Information (RFI) seeking market research on comprehensive E-Discovery tools for its Office of General Counsel to support litigation, investigations, regulatory compliance, and Freedom of Information Act requests. The agency requires a solution capable of searching and collecting information across multiple data sources while maintaining data integrity, conducting complex Boolean searches, facilitating efficient document review, and performing structured analytics. Key minimum requirements include the ability for users to directly upload materials to workspaces, conduct searches using multiple and complex search terms with date range delimitation, and provide 24/7/365 IT support for technical assistance and user training. The tool must host data in original format on a stable, persistent web-connected platform with long-term storage capacity. Responses to this market research RFI are due by October 17, 2025, and the government assumes no financial responsibility for costs incurred in preparing submissions.
This pre-solicitation notice does not utilize any set-aside designations and is open to all qualified contractors. No information regarding potential incumbents, current contractors, or specific award values has been disclosed in this RFI. The notice does not specify quantities of licenses or users required, nor does it provide detailed timeline information for service delivery beyond the general requirement for long-term data storage capacity. As this is purely a market research effort rather than an active solicitation, numerical details regarding contract scope, duration, or budget parameters have not been established at this preliminary stage.
