About this opportunity

The U.S. Coast Guard has awarded a sole-source contract to Toll Remote Logistics for pier, berthing, and logistical support services in Singapore, with an estimated total value of $900,000, under FAR 12.102(b) for other than full and open competition.

The requirement arose following the evacuation of six Fast Response Cutters from Naval Support Activity Base in Bahrain due to hostile enemy fire during Operation Epic Fury. The FRCs are currently moored at TRL's Loyang Offshore Supply Base and require critical dockside maintenance and engine replacements scheduled by Surface Fleet Logistics Command. The Coast Guard determined TRL is the only responsible source capable of meeting the requirement based on extensive market research that evaluated eleven shipyard and port facilities in Singapore. Only TRL met specified security, force protection, and operational criteria, including dedicated isolated pier space (100–125 meters), shore power connections, auxiliary generators, secure warehouse space (12,000 square feet), and office infrastructure. The FRCs' existing position at TRL's facility eliminates repositioning risks and maintains operational readiness. The contracting officer assessed the $900,000 price as fair and reasonable based on TRL's published commercial rate sheets and NAVSUP HSPortal pricing data. Period of performance is September 30 through October 21, 2026. Funding is Operations and Support in Fiscal Year 2026. Place of performance is Singapore. No synopsis was issued, and no additional competition is anticipated due to restricted military security and force protection protocols required for operations in the Southeast Asia region.
