About this opportunity
The Federal Highway Administration (FHWA) published a Special Notice regarding a planned task order modification for economic evaluation of highway investment needs research and Highway Economic Requirements System (HERS) programming support. The modification would extend Deloitte Financial Advisory Services LLP's existing contract for one additional year through September 29, 2026, with a ceiling increase to $1,604,241.53. This extension is being pursued under FAR 8.405-6(a)(1)(i)(C) as a logical follow-on to work that was delayed due to government spending pauses and unavailability of research funding. The original task order was awarded under a competitively solicited Federal Supply Schedule contract through the Office of Policy and Governmental Affairs' blanket purchase agreement. The work involves technical support for updating the HERS model with new capabilities including interchange analysis, pavement preservation, and resilience needs assessment to support the biennial Conditions and Performance Report to Congress.
The purpose of this notice is to inform the market of FHWA's intent to proceed with a sole source modification rather than conducting a new competitive procurement, citing economy, efficiency, and Deloitte's unique familiarity with the HERS model as justification. Interested parties have until October 12, 2025, to submit descriptions of their firm's capabilities that demonstrate their ability to successfully perform this effort, though the agency is not requesting competitive proposals. The notice serves primarily as a market research tool to help FHWA determine whether a competitive procurement should be conducted instead of the planned modification. Contractors must demonstrate possession of relevant capabilities for highway economic analysis, HERS model programming, and related technical support services. All inquiries should be directed to the contracting officer, and any submissions will only be considered for the purpose of determining procurement approach rather than as competitive proposals.
Notice text
Pursuant to FAR 8.405-6(a)(1)(i)(C), the Federal Highway Administration (FHWA) intends to issue task order modification 693JJ322F00367N P00007, originally awarded under the Office of Policy and Governmental Affairs’ (HPL) BPA contract 693JJ322A000011 with Contractor Deloitte Financial Advisory Services LLP, to extend the period of performance for one year to end on September 29, 2026 and to complete work which was delayed. The delays included the government spending pause which required FHWA to ensure all contracts implemented the most current Executive Orders (EO) and the unavailability of the Office of Transportation Policy Studies (HPTS) research funding. In the interest of economy and efficiency, the new work is a logical follow-on to the original Federal Supply Schedule task order which was solicited under competive procedures.
The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort. All questions concerning this matter should be addressed directly to Carolyn Lethert at Carolyn.Lethert@dot.gov.
