About this opportunity
NASA's Office of Strategic Infrastructure Facilities and Real Estate Division is seeking professional services to support the migration and consolidation of IBM Maximo Enterprise Asset Management systems across the agency through this pre-solicitation notice for market research purposes. The requirement involves upgrading 13 independent Maximo 7.6.x instances to the current Maximo Application Suite (MAS) version, with objectives including consolidating center instances into a single enterprise environment, enhancing mobile operations, improving reporting and analytics, and integrating with NASA legacy applications and Microsoft 365 tools. Interested contractors must possess IBM Partner Certification at Platinum, Gold, or Silver levels and be able to fulfill requirements through GSA Federal Supply Schedule or SEWP V contracts. NASA is soliciting market research responses to evaluate feasibility, reasonableness, pricing estimates, and contractor capabilities including past performance relevant to the requirement's size, scope, and complexity. All responses and questions must be submitted electronically to the designated NASA contacts by 12:00 PM EDT on June 24, 2025, referencing solicitation number 80TECH25RFI0009.
This opportunity does not utilize any set-aside designations and is open to all qualified contractors meeting the specified requirements. The project encompasses NASA centers including Ames, Marshall, Stennis, Armstrong, Goddard, Johnson, White Sands, Kennedy, Glenn Research, Headquarters Transportation, and Jet Propulsion Lab, requiring comprehensive migration strategies and center-specific migration plans for each location. The performance period is established at nine months, during which the contractor will collaborate with NASA's eCMMS Core Team, IBM Services Team, and AEGIS 893 Support Team. NASA is requesting market research pricing estimates from potential contractors to determine the total project cost, though no specific budget range has been disclosed in the notice. The work involves both virtual and on-site components, with NASA seeking information about what percentage of the requirements can be completed remotely and any specific software or hardware that would need to be provided by the agency.
