About this opportunity
The Department of State has issued a Special Notice regarding the procurement of Echodyne radar systems and accessories to support International Narcotics and Law Enforcement (INL) programs. This notice, posted on June 11, 2025, with a due date of June 25, 2025, is designated as a Total Small Business set-aside opportunity. The agency intends to conduct a non-competitive acquisition under FAR 6.302-2 for unusual and compelling urgency, targeting Echodyne Corp as the sole source provider. The procurement will include radar systems, accessories, and support services through a single award contract to streamline the acquisition process. This notice specifically states it is not a request for proposal and that no solicitation will be publicly issued.
The primary objective of this Special Notice is to procure additional radar systems that will maintain continuity with existing successful INL operations, where approximately 40 Echodyne radar systems were previously acquired in 2024 at a cost of $22 million across two countries. The procurement will include training, spare parts, logistics support, and related accessories for radar deployment in partner nations. Only small business manufacturers are eligible to participate in this set-aside opportunity, though the agency has already identified Echodyne Corp as the intended recipient. The State Department emphasizes that transitioning to alternative radar systems would require millions in reinvestment, at least one year of retraining for partner nation personnel, and procurement of new equipment, making the continuation with Echodyne systems both cost-effective and operationally necessary. A Justification and Approval document will follow this notice to formalize the non-competitive procurement approach.
Notice text
This notice is not a request for proposal and a solicitation will not be publicized. This acquisition is expected to be conducted under the authority of FAR 6.302-2 (Unusual and compelling urgency).
The U.S. Department of State intends to procure additional radar systems and accessories to support an International Narcotics and Law Enforcement program from Echodyne Corp, on a non-competitive basis. The Government intends to award a single award to streamline the acquisition process and acquire these items directly from the small business manufacturer. The contract will allow for support services, additional radars, and related accessories.
In 2024, INL procured approximately 40 Echodyne Corp radar systems at an overall cost of approximately $22 million for two countries, including training, spare parts, and logistics support for radar deployment. The radars are currently operational for INL programs and have proven to be successful. Reference delivery orders 19AQMM24F2077 and 19AQMM24F2112, which were awarded using competitive procedures via IDIQ number 19AQMM21D0042.
A transition to a new radar system will cost the government millions of dollars in reinvestment of new equipment, training, and critical software upgrades. INL expects it would require at least one (1) year to retrain partner nations’ personnel and procure additional equipment for a similar successful deployment.
A Justification and Approval will follow this notice.
