About this opportunity
The Department of the Navy, Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to issue a sole source contract to Northrop Grumman Maritime Systems for Design Agent Engineering Services covering steering control, navigation control, and machinery control systems for Surface Combatant and Amphibious ship classes. The procurement encompasses comprehensive engineering and technical services including overall management, development, testing, troubleshooting, repair, configuration, maintenance, and fleet sustainment of various control systems on U.S. Navy equipment originally manufactured by Northrop Grumman Maritime Systems. The contract requires extensive travel with approximately 140 anticipated trips to locations across the United States and overseas, including Japan, Spain, Guam, and Bahrain. Key personnel qualifications include managers and engineers with significant experience in Navy machinery and control systems, with specific educational and professional experience requirements defined for each role. The government has established a response deadline of July 30, 2025, though this notice explicitly states it is not a request for competitive proposals.
This procurement does not utilize any set-aside designations and is being pursued under the authority of FAR 6.302 and 10 U.S.C 2304(c)(1), with Northrop Grumman Maritime Systems identified as the only responsible source capable of fulfilling the Navy's requirements. The incumbent contractor is Northrop Grumman Maritime Systems, located at 1070 Seminole Trail, Charlottesville, Virginia, which originally manufactured the systems requiring support. The statement of work indicates that approximately 90% of the work will be performed at the contractor's facility and 10% on U.S. Government ships. The contract encompasses support for multiple ship classes and involves comprehensive deliverables including technical reports, software documentation, configuration management plans, and support for diminishing manufacturing sources and material shortages (DMSMS). While specific award values are not disclosed in this pre-solicitation notice, the scope suggests a substantial, long-term engineering services contract given the fleet-wide nature of the systems requiring support.
