About this opportunity

The Library of Congress, Office of Chief Information Officer, published this Special Notice of Intent to Award on March 2, 2026, regarding a sole source contract for eCCB Hosting and Licenses. This is not a competitive solicitation but rather formal notification of the government's intent to award a firm fixed price purchase order to NIC Federal LLC for licensing and cloud hosting services related to the electronic Copyright Claims Board (eCCB) system. The contract is being awarded on a sole source basis under FAR 6.302-1, as the Library's minimum needs can only be satisfied by the contractor's unique capabilities and products. NIC Federal LLC, located in Arlington, Virginia, owns the proprietary software underlying the eCCB system and is determined to be the only capable source. The government plans to award the contract at least 15 days following publication of this notice.

The contract encompasses a base year plus one option year, with performance running from April 23, 2026 through April 22, 2028. The contractor must provide comprehensive licensing for the eCCB application and all associated software components, cloud hosting infrastructure, routine maintenance and security patches, software vulnerability remediation, technical support for at least four inquiries monthly, quarterly content updates, and business continuity and disaster recovery capabilities. Responsible sources wishing to be considered must submit capability statements demonstrating their ability to meet all stated requirements via email to Tiffany Lucas and Stephanie Boone by 12:00 p.m. ET on Friday, March 20, 2026. The contractor must meet stringent Service Level Agreements including 99.9 percent system availability, specific throughput and data transfer speed requirements, and defined software vulnerability response timelines ranging from 15 minutes for critical issues to 360 calendar days for low-priority vulnerabilities. Key personnel requirements include a Project Manager with PMI certification and five years of experience and a Technical Support Designee with superior technical knowledge of similar systems.
