About this opportunity

The Naval Air Warfare Center, Weapons Division, located in China Lake, California, is seeking to procure Explosive Bridgewire (EBW) initiators and nut adapters through a sole-source procurement under FAR 6.302.1. The EBW initiators (part numbers 1887476, 1674314, 1674379, 1887042, 1887359, and 1887330) and nut adapters (part numbers 1673123, 1884167, and 1884168) are classified under the Laboratory Equipment and Supplies category (PSC 6640) and Ammunition Manufacturing (NAICS 332993). The primary contract requirement is that only original equipment manufacturer (OEM) components from Teledyne RISI, Inc. can be used, as non-OEM components would compromise the system's established safety and performance qualifications and necessitate cost-prohibitive requalification efforts. While this is a sole-source procurement, interested firms may submit a capability statement by email to Andrea Farrell at andrea.m.farrell7.civ@us.navy.mil no later than five days following the publication date of February 18, 2026, referencing solicitation number N6893626Q5095 and demonstrating their experience, assets, background, and ability to perform without compromising quality, accuracy, reliability, and schedule.

This procurement carries no set-aside designation and is intended for Teledyne RISI, Inc., P.O. Box 359, Tracy, California 95378-0359, the established OEM of these specialized components. The total procurement includes 420 EBW initiators and 375 nut adapters, though no specific award value or budget range is disclosed in this pre-solicitation notice. All interested parties are advised that new entities registering with the General Services Administration's System for Award Management (SAM) or existing registrations being updated or renewed must now submit an original, signed notarized letter identifying the authorized Entity Administrator and the associated Data Universal Numbering System (DUNS) number before registration activation. The government cautions that this additional SAM registration requirement may require several days to process, recommending that interested parties maintain their registrations in active status proactively.

Notice text

In accordance with FAR 6.302.1, the Naval Air Warfare Center, Weapons Division, China Lake, CA intends to procure on an other than full and open competition basis:

EBW initiators: P/N: 1887476, 1674314, 1674379, 1887042, 1887359, and 1887330, Total Qty. 420

Nut adapters: P/N: 1673123, 1884167, and 1884168, Total Qty. 375

This requirement is sole sourced to the OEM of these units, Teledyne RISI, Inc., P.O. Box 359, Tracy, CA 95378-0359. Only the exact OEM components can be used to maintain the established safety and performance qualifications of this test system. Introducing non-OEM components would invalidate the system's qualification, posing a significant safety and performance risk to personnel and equipment, and necessitate a cost-prohibitive requalification effort.

This notice of intent is not a request for competitive proposals; however, any form believing it can fulfill the requirement identified above may respond by email to Andrea Farrell at andrea.m.farrell7.civ@us.navy.mil, no later than 5 days after the date of publication of this notice, which shall be considered by the agency. The written response shall reference solicitation number N6893626Q5095 and provide a capability statement that clearly indicates the firm's experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule.

Going forward, all new entities registering in GSA's System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number before the registration will be activated.  It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an 'Active' status as the government cannot award to an entity without an 'Active' SAM registration.
