About this opportunity
The United States International Boundary and Water Commission (USIBWC) is soliciting proposals for a programmatic appraisal of surface water rights within the Elephant Butte Irrigation District (EBID) in southern New Mexico. This procurement seeks to update a 2021 appraisal to support the agency's Environmental Water Transaction Program, which aims to acquire water rights from willing sellers for riparian habitat restoration under the 2009 Record of Decision for the Rio Grande Canalization Project. The contractor must provide a certified general appraiser with valid state certification, experience in appraising water rights in New Mexico (preferably in Dona Ana and Sierra Counties), and familiarity with USPAP and UASFLA standards. Evaluation will be based on contractor capability narratives demonstrating similar past work and confirmation of meeting completion dates. The deadline for written questions is July 8, 2025 at 3:00 PM, and responses to the solicitation are due July 21, 2025 at 3:00 PM MDT via email to seone.jones@ibwc.gov.
This opportunity does not utilize any set-aside designations and is open to all qualified contractors. The solicitation does not identify any incumbent contractors, though it references that USIBWC subcontractors completed the original 2014 programmatic appraisal and the 2021 update. No specific contract value or budget range is disclosed in the solicitation materials. The performance period is 220 days, with the main appraisal work to be conducted within the first 90 days, and includes three primary tasks: project administration with monthly reporting, conducting the programmatic appraisal, and working with a government review appraiser to address any deficiencies. The place of performance is listed as El Paso, Texas, though the actual appraisal work focuses on water rights in Dona Ana and Sierra Counties, New Mexico within the Rio Grande Canalization Project area.
