SUBJECT: Notice of Conditional Contract Award(s) under Solicitation # W911SD-18-R-0067,
(Easy Power Arch Analysis Software)
This letter is in regards to the subject Request for Quotes (RFQ), issued by the U.S. Army Department of Directorate of Public Works (DPW) for (Easy Power Arch Analysis Software).
The requirement was clearly definable, and the risk of contractor performance is minimal. In this case, Sole Source plays a dominant role in the process.
The Department has evaluated the quote received using the criteria identified in the RFQ, and the Department is hereby announcing its conditional contract award(s) to the following bidder(s):
• Easy Power, LLC.
As provided in the Solicitation, the Notice of Conditional Contract Award is subject to execution of a written contract and, as a result, this Notice does NOT constitute the formation of a contract between the Department and the apparent successful vendor.
The vendor shall not acquire any legal or equitable rights relative to the contract services until a contract containing terms and conditions acceptable to the Department is executed. The Department further reserves the right to cancel this Notice of Conditional Contract Award at any time prior to the execution of a written contract.
As stated in the RFQ, following announcement of this award decision, all submissions in response to the RFQ are considered public records available for public inspection pursuant FAR Regulations, and USCC Codes.

Subject: Award a Sole Source Contract to Easy Power, LLC.
Easy Power Electrical Arch Analysis Software
FAR 6.302-1 - Only one responsible source
The U.S. Military Academy, Mission & Installation Contracting Command (MICC), West Point, NY award a sole source contract under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements, to provide The Easy Power Electrical Arch Analysis Software. The Justification and Approval is attached.
This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(1) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract, and is not a request for competitive proposals. The proposed contract is for the Minitab License Renewal The Government intends to solicit and negotiate with only one source under Simplified Acquisition Procedures (SAP), pursuant to the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by FAR Subpart 13.106-1(b)(1)(i). For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.
The Mission Installation Contracting Command - West Point on behalf of the United States Military Academy (USMA) West Point DPW (Directorate of Public Works) intends to award sole source, firm fixed price contract to Easy Power, 7730 Southwest Mohawk Street, Tualatin, Oregon 97062 for The Easy Power Electrical Arch Analysis Software.
The anticipated North American Industry Classification System (NAICS) Code is 541330 (Electrical Engineering) with the associated size standard of $15 Million per year.
This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to meet all aspects of the requirement. Responses should be addressed to, Mr. Ignacio Cordova via email at Ignacio.j.cordova2.civ@mail.mil no later than the response date and time of 12:00 PM EDT on Friday, 08 June 2018. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
