About this opportunity

The Bureau of Land Management seeks off-range corral support services for the Wild Horse and Burro Program in Region 3 (Arkansas, Louisiana, Mississippi), with proposals due June 12, 2026. This is a WOSB set-aside IDIQ contract.

Place of performance is across Arkansas, Louisiana, and Mississippi. Contractors must demonstrate at least 7.5 years of legal land control and facility capability to house a minimum of 120 to a maximum of 400 wild horses and burros annually. The work spans a five-year period (base year plus four one-year options) with a cumulative maximum contract value of $3.5 million and a minimum order guarantee of $10,000. Task orders are firm fixed-price, covering care and feeding (365 days annually), veterinary services (not to exceed $350 per animal per year), hoof trimming (estimated 50 animals annually), and carcass disposal (estimated 3 animals annually). The Government furnishes hydraulic squeeze chutes and coordinates animal transportation; contractors bear all infrastructure, facility development, and equipment costs, which must be embedded in unit pricing.

Insurance requirements include Workers' Compensation (statutory with employer's liability at $100,000), Commercial General Liability ($500,000 per occurrence), and Automobile Liability ($200,000 per person / $500,000 per occurrence). Contractors must maintain legal control of land and facilities for the entire performance period and register as vendors on sam.gov.

Evaluation is two-phase: Phase One assesses facility-land documentation (acceptable/unacceptable); Phase Two evaluates technical capability, past performance, small business participation, and price using adjectival ratings. Small business participation goals include 42–50.61% overall small business, plus 5% each for SDB, WOSB, and SDVOSB, and 3% HUBZone. The Government intends award without discussions based on best value. The NAICS code is 115210 (Support Activities for Animal Production); PSC code is F016 (Natural Resources/Conservation – Wildhorse/Burro Control). Amendment 0005, issued May 28, 2026, extended the deadline from May 29 to June 12 and restructured pricing to unit-price-only bidding with revised CLINs.
