About this opportunity

The Bureau of Land Management seeks off-range corral support services for wild horses and burros in Region 1 (Kentucky, Tennessee, West Virginia, Virginia, and North Carolina), with proposals due June 12, 2026 at 5:00 Eastern Time. The procurement is a Women-Owned Small Business (WOSB) set-aside and an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a five-year ordering period (one base year plus four one-year options) and a cumulative maximum value of $4,000,000 across all Region 1 awards, with a minimum order guarantee of $10,000 per contractor.

Contractors must provide animal care and feeding, hoof trimming, veterinary services, and carcass disposal at facilities capable of supporting between 120 and 400 wild horses and burros annually. Animals must be maintained at Henneke body condition score 5–7, fed 2–3 percent of body weight daily using good or premium quality hay, with care and feeding provided 365 days per year. Veterinary services are capped at $350 not-to-exceed per animal per year and include blood draws, EIA tests, vaccinations, and emergency medical treatment. Hoof trimming covers an estimated 50 animals annually at 2–3 times per year; carcass disposal covers an estimated 3 animals annually. Contractors must own land or hold long-term leases; the government does not reimburse infrastructure, maintenance, facility setup, land preparation, or construction costs.

Offerors must propose fixed unit prices for all five ordering periods across four pricing categories: care and feeding (per-horse, per-day rate), veterinary services, hoof trimming and farrier services, and carcass disposal. Minimum insurance requirements include workers' compensation, commercial general liability of $500,000 bodily injury per occurrence, and automobile liability of $200,000–$500,000 per occurrence. The NAICS code is 115210, Support Activities for Animal Production.

Evaluation uses a two-phase approach: Phase One assesses facility and land control as an acceptable/unacceptable gating criterion; Phase Two evaluates technical capability (most important), past performance, small business participation (minimum 42% small business, 5% each for SDB/WOSB/SDVOSB, 3% HUBZone), and price on a best-value basis. Proposals must be submitted electronically in five volumes with specific page limitations. Amendment 0005, issued May 28, extended the deadline from May 29 to June 12 and revised the pricing structure and insurance requirements. Questions are due by May 13, 2026, with answers provided by May 20. Contracting Officer is Lisa Turner at lturner@ios.doi.gov.
