About this opportunity

The Environmental Protection Agency, through the National Institutes of Health's NITAAC GWAC contracting office, issued a Justification for Exception to Fair Opportunity to award a sole-source contract modification to General Dynamics Information Technology (GDIT) for the EASEY Phase 2 Re-engineering project. The contract involves designing, developing, and deploying functions from legacy CAMD Business System (CBS) and CAMD System Administrator (CSA) reporting applications into the Emissions and Allowance System for Energy (EASEY) framework, along with additional ECMPS2.0 functionality, utilizing an API-based architecture hosted in cloud.gov. The EPA justified the sole-source award under FAR 16.505(b)(2)(B), citing GDIT's unique qualifications including existing systems access, tier 4 security clearance, prior technical vetting through previous source selection, staff familiarity with the project, and specialized developmental labor category skill sets that would be difficult or inefficient to replicate with other contractors. The contract was awarded to GDIT on March 26, 2026, with a period of performance running from February 15, 2026 through January 21, 2027; the specific dollar value was redacted in the justification document. This information technology services requirement is classified as a new requirement utilizing a labor hours contract type and falls under NAICS 541512 (Computer Systems Design Services).
