About this opportunity
The U.S. Department of Agriculture's Natural Resources Conservation Service is seeking contractors to provide easement restoration and emergency watershed protection services in South Dakota counties east of the Missouri River. The procurement encompasses all labor, equipment, operators, supervision, supplies, and materials necessary to perform seedbed preparation, native seeding, and post-seeding vegetation management activities. Key contract requirements mandate that contractor personnel possess a minimum of two years of field experience installing native grass and forb seedings, and all work must comply with NRCS technical publications including Field Office Technical Guides and specialized range and wetland vegetation establishment guides. The government will evaluate contractor performance based on a 99 percent accuracy standard, permitting only a 1 percent maximum defect rate during quality assurance inspections. This is a Sources Sought notice with a deadline of March 19, 2026 at 12:00 p.m. EST for interested contractors to submit capability statements to Greg Florey, Contract Specialist, at gregory.florey@usda.gov, demonstrating their capacity to perform the required services.
This opportunity carries no set-aside designation and will be awarded as a single Indefinite Delivery Indefinite Quantity task order contract to a qualified contractor. The notice does not identify any incumbent contractors or provide specific budget ranges or award values. Interested contractors must be registered in the System for Award Management and must provide documentation of relevant past performance, including up to three previously completed projects as prime contractor with corresponding contract values and bonded amounts. The applicable NAICS code is 115112 (Soil Preparation, Planting, and Cultivating) with a small business size standard of $8,000,000. Post-seeding vegetation management activities will continue for two full growing seasons following initial seeding, and contractor personnel must execute non-disclosure agreements due to the sensitive nature of landowner information and government operations.
