The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a Sole Source basis with Earmark LLC, of Hamden, CT for the procurement of a quantity of one (1) Earmark Series 5 Intercom System which consists of the following:
Series 5 Headset, P/N HR-5;
Remote Control Operators, P/N TRBS-2;
Desk Mic Assy, P/N DM-5;
Whip Ant, 75 MHZ, P/N ANT-2/AH;
Whip Ant, 72 MHZ, P/N ANT-2/AL;
Throat Mic, P/N THR-48; and
Shield Mic Assy, P/N NSM-5 .
As a direct result of a Safety Investigation Report, there is a need to improve communication between the engine test cell operators and maintainers for the Jet Engine Instrumentation (JETI) and Turbo Prop Test Instrumentation (TPTI). Market Research was conducted and after careful evaluation the Earmark Series 5 and four (4) other intercom systems that could meet the noise level requirements were identified. As a result it was determined that the Government will procure one (1) each of those systems for testing proposes to ensure the system is compatible with existing equipment. Earmark LLC is the Original Equipment Manufacturer (OEM) of the Series 5 Intercom System Headset, as well as the sole designer, developer, and manufacturer of this unit. Earmark LLC has no known authorized distributors. As the OEM, Earmark LLC owns and retains all proprietary data rights and drawings to the Series 5 Intercom System Headset and does not intend to release this information to other sources.
The Government intends to solicit and negotiate this requirement under the authority of 10 USC 2304(c)(1), FAR 6.302-1. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Information provided herein is subject to change and in no way binds the Government to solicit for an award of a contract.
