About this opportunity

The US Coast Guard Surface Force Logistics Center is soliciting Eagle Fife Rail Repair Services for the USCGC EAGLE (WIX 295) through Request for Quote Number 52000PR25Q250018948. The procurement involves renewing fife rails and pin rails on the historic Coast Guard training vessel, including the Main Mast and Foremast Fife Rails as well as port and starboard pin rails, requiring removal of existing teak components and installation of new white oak rails with brass fittings and steel mounts. Contractors must demonstrate expertise in marine repair services and submit detailed firm fixed price quotations on company letterhead including cost breakdowns, unit costs, extended prices, payment terms, and warranty information. The evaluation will be conducted on a best value basis considering specifications, price, past performance, and quality, with the government reserving the right to award on an all-or-none basis to the contractor submitting the lowest aggregate price. Following multiple modifications extending the deadline, final proposal revisions are now due by July 17, 2025, at 4:00 PM Eastern Standard Time, with quotes to be submitted to Ms. Jackie Handley at Jacqueline.D.Handley@uscg.mil.

This opportunity is designated as a Total Small Business set-aside under NAICS code 336611 (Ship Building and Repairing), with no incumbent contractors identified in the solicitation documentation. While no specific contract value is disclosed, the procurement will be processed as a firm fixed price contract using simplified acquisition procedures in accordance with FAR Part 13.5. The required performance period spans from October 15 to December 9, 2025, providing approximately eight weeks to complete the specialized marine carpentry and metalwork. All work must be performed at the vessel's location at 45 Mohegan Avenue, New London, Connecticut 06320-4195, where the USCGC EAGLE is homeported.
