About this opportunity
The Department of the Army Medical Command, through the Medical Readiness Contracting Office – West (MRCO-W) located at Fort Bliss, Texas, has published a Special Notice announcing its intention to award a sole-source contract for newborn screening services. The contract will be awarded to Public Health and Environment Laboratory of Colorado to support Evans Army Community Hospital (EACH) at Fort Carson, Colorado. This is a follow-on procurement that maintains continuity of laboratory testing services that have been provided through previous contracts dating back to 2010. The Special Notice was posted on March 18, 2026, with a response due date of March 25, 2026. The anticipated contract value is $536,700 over the five-year period, with performance scheduled to commence on April 1, 2026.
The purpose of this procurement is to obtain newborn screening testing services for approximately 900 newborns annually, including metabolic and genetic condition screening (900 tests), hearing screening (900 tests), and birth certificate correction services (12 corrections). The sole-source justification is based on Colorado state regulatory requirements mandating that newborn screening be performed exclusively by the Colorado Department of Public Health and Environment Laboratory, which eliminates the practicality of competition and renders the incumbent contractor as the only eligible provider. The contract structure includes a one-year base period with four optional one-year renewal periods, estimated at $107,340 annually for covered services. Due to the exclusive state regulatory requirement, there are no eligibility criteria for competing contractors, as the regulation restricts the work to a single authorized laboratory provider. Interested parties should note the March 25, 2026 deadline for any inquiries or formal responses regarding this sole-source procurement.
