About this opportunity
The Naval Air Systems Command (NAVAIR) intends to award a sole-source Firm Fixed Price Task Order to Rockwell Collins (Collins Aerospace) for flushing and inspection of the Very Low Frequency (VLF) High Power Transmit System (HPTS) Dual Trailing Wire Assembly (DTWA) on the E-6B aircraft. This procurement is being conducted under Basic Ordering Agreement N0001924G0017 and will utilize a non-competitive acquisition method authorized under U.S.C. 3204(a)(1), which allows for selection of the only responsible source. The government has determined that Rockwell Collins is the sole vendor capable of performing this specialized technical service based on a previous contract (N0001921F0019) and the results of a Sources Sought Notice issued in November 2023. While this is not a competitive solicitation, NAVAIR will consider capability statements, proposals, or quotations received within 30 days of the synopsis publication. The contract is being awarded directly to Collins Aerospace without a full and open competition process, with the Small Business Programs office concurring with this determination.
The contract opportunity is not set aside for any specific business category and will be performed in Oklahoma City, Oklahoma. The anticipated period of performance is 12 months, with an expected contract award date of 30 November 2025. The procurement falls under NAICS category 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing, and Product Service Code 1510 for Fixed Wing Aircraft. Subcontracting opportunities are available, and interested companies are directed to contact Amber Hanlon at Rockwell Collins via email. The total contract value and specific budget range were not explicitly disclosed in the solicitation notice. Companies interested in potential subcontracting work are encouraged to reach out directly to Collins Aerospace to explore opportunities within this military aircraft maintenance and support contract.
