About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Tinker Air Force Base issued a Limited/Sole Source Justification Notice for Contractor Logistics Support (CLS) services for the E-4B National Airborne Operations Center (NAOC) aircraft, a fleet of four highly modified Boeing 747-200 aircraft stationed in San Antonio, Texas. The contract encompasses comprehensive logistics support including program management, aircraft depot maintenance, supply chain management, field service representatives, and engine maintenance and overhauls for the four-aircraft fleet, which serves as a survivable command and control center for the President, Secretary of Defense, and Chairman of the Joint Chiefs of Staff. The E-4B's specialized mission requirements, complex integrated suite of mission systems, military type certification, and unique operational demands necessitated the sole source justification for this critical national security asset. The award was made to an unidentified vendor under contract number FA810616D0002 on November 23, 2025, with the specific contract value not disclosed in this notice. While the notice does not specify a contract timeline or award value, it indicates the contractor must support potential changes in aircraft location, quantity, and service levels, with provisions for negotiation regarding coverage modifications or location changes as operational requirements dictate.
