About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Wright Patterson Air Force Base is conducting market research to identify qualified contractors for developing two Virtual Maintenance Trainers (VMTs) and a Training System Support Center (TSSC) for the E-7 Wedgetail aircraft, with responses to this Request for Information due September 14, 2026.
The RFI seeks capability information only and does not constitute a formal request for proposals. Performance occurs at Tinker Air Force Base, Oklahoma. The VMTs must replicate hardware removal, replacement, and basic system familiarization using interactive 3D representations, supporting aircraft jacking, leveling, weighing, towing, servicing (fueling, oil, potable water, hydraulic systems), and repair, replacement, and inspection checks. The TSSC requires all software tools for maintaining source code and developing training scenarios with simulated device environments.
Security clearances at the SCI level are mandatory, with contractor responsibility for obtaining and maintaining personnel clearances and adhering to OPSEC principles under AFI 10-701. Contractors must establish Associate Contractor Agreements with the E-7 Original Equipment Manufacturer by January 2027, operate the TSSC at Tinker AFB, deliver all data including source code, establish a concurrency process integrating engineering disciplines, and execute modifications and upgrades via engineering change proposals.
Device development is estimated to initiate in 2027/2028 with delivery not later than FY32. The contractor must provide Contractor Logistics Support and spares for a three-year production window followed by three one-year option periods. The anticipated contract commences in third quarter CY27. Responses are limited to 20 pages and must address nine capability questions covering company information, cross-program training system experience, cybersecurity compliance, small business subcontracting, Government data requirements, security capability, risk mitigation, and relevant simulator development experience.
