About this opportunity
Naval Air Systems Command (NAVAIR) intends to issue a Cost Plus Fixed Fee task order under Basic Ordering Agreement N0001926G1002 to The Boeing Company for Non-Recurring Engineering services supporting the E-6B Subsystems Sustained Mission Readiness program, with a response deadline of July 14, 2026. The procurement is on an other than full and open basis; Boeing is the sole source, as the Original Equipment Manufacturer, possessing proprietary technical data required to assess E-6B subsystem life drivers—including environmental exposure, corrosion, wear, fatigue, thermal cycles, and maintenance impacts—without unacceptable delay to the Government. The Subsystems Service Life Assessment Program (SSLAP) will evaluate these drivers and their effects on aircraft end-of-life readiness. Period of performance spans Fiscal Year 2027 through 2031. Authority for sole-source justification derives from 10 U.S.C. 3204(a)(1) and FAR Subpart 6.103-1(b). Sources sought notices were issued August 25, 2025 (closed October 15, 2025) and February 5, 2026 (closed February 20, 2026); neither yielded competitive alternatives. NAVAIR Office of Small Business Program concurs with the no-set-aside determination. The Government will consider all proposals received within thirty days of publication; this notice is not a request for competitive proposals.
