About this opportunity

The Centers for Medicare and Medicaid Services has awarded a sole-source Time and Materials modification to General Dynamics Information Technology (GDIT) under Federal Supply Schedule contract GS35F393CA on September 11, 2026, for continued computer software support of the Durable Medical Equipment Claims Processing System.

CMS justifies the sole-source award under economy and efficiency grounds, citing a protest-related stop-work order that delayed transition to a newly awarded contractor. The modification requires extended concurrent performance by both GDIT (the outgoing incumbent) and the incoming contractor during a critical transition phase. CMS determined that GDIT's incumbent status, specialized knowledge of the DME system, and ability to maintain work continuity make sole-source continuation more cost-effective than introducing a replacement contractor mid-transition. The original task order was awarded to GDIT competitively through the GSA Multiple Award Schedule on February 9, 2026, with a five-year base performance period. The modification covers a base period from June 1, 2026, to September 14, 2026 (already exercised), with an optional period from September 15, 2026, to February 8, 2027. Place of performance is Falls Church, Virginia. Authority is derived from the Multiple Award Schedule Program under Title III of the Federal Property and Administrative Services Act of 1949 and implemented by GSAM 538.7104-3.
