About this opportunity
The Department of Transportation's Immediate Office of the Secretary is conducting market research on dunnage bar manufacturing capabilities with responses due October 23, 2026, under a Total Small Business set-aside. This is a Request for Information (RFI Reference 6913G627RFI100), not a binding solicitation.
The DOT Volpe National Transportation Systems Center seeks vendor capabilities to manufacture approximately 1,000 dunnage bars—telescoping steel and oak wood assemblies modeled on the EVANS DF-1 loader crossbar used to secure heavy cargo in boxcars. Bars feature Z-shaped 8-gauge steel cross sections, cast metal heads at each end, and pinned locking latches, with extended lengths ranging from approximately 107 inches to 115 inches. Minimum load ratings are 4,000 pounds uniformly distributed vertical load, 2,000 pounds concentrated center span load, and 4,000 pounds horizontal/longitudinal restraint load.
Technical requirements specify investment-type casting or drop forging for heads with hardened locking pins; zinc plating or commercial-grade black oxide finish; corrosion-protected 8-gauge steel; and oak wood inserts with specified notches. Vendors must identify which manufacturing steps they can support: 3D scanning of sample cast parts, casting of head and latch components, machining, bending of Z-bar steel sections, welding of cast heads, and final assembly.
Responses must be submitted as a Statement of Capabilities in Adobe PDF format (10 pages maximum, 11-point minimum font) addressing technical and manufacturing strategy, testing and certification capabilities, production capacity, rough order magnitude costs, risk identification, and examples of similar work. Vendors must indicate small business socio-economic status and submit via email to Andrew.Josephs@dot.gov.
