About this opportunity

The Financial Crimes Enforcement Network (FinCEN), through the Department of Treasury's Bureau of the Fiscal Service, has issued a Special Notice for a Dun and Bradstreet Commercial Database Subscription intended for research and investigation purposes. The agency plans to make a sole source award under FAR 6.302-1 to Dun and Bradstreet, Inc. for this commercial database service, subject to final approval. The database will be used to verify and enhance information on alleged subjects and criminal entities, supporting FinCEN's domestic and international law enforcement partners with commercial data for research and analysis alongside financial and law enforcement data. The anticipated contract structure includes a 12-month base period with four additional 12-month option periods. This procurement is being conducted on behalf of FinCEN to support their investigative and analytical mission requirements.

The primary purpose of this Special Notice is to provide other potential contractors an opportunity to demonstrate their capability to meet FinCEN's commercial database requirements before the agency proceeds with the planned sole source award. Interested contractors must submit written responses by 12:00 PM ET on August 1, 2025, to purchasing@fiscal.treasury.gov with reference SS-FIN-25-067. Responses must include company identification and size classification, contact information, UEI, detailed product descriptions, availability through government contract vehicles, and a capabilities statement not exceeding five pages. All responsible sources may submit capability statements, proposals, or quotations, though the government retains sole discretion in determining whether to compete the procurement based on responses received. If no response clearly demonstrates the ability to meet requirements and provides greater advantage to the government by the deadline, FinCEN will proceed with the sole source award to Dun and Bradstreet, Inc.
