About this opportunity

The Naval Information Warfare Systems Command seeks a prototype capability to process and visualize polar-orbiting satellite data for degraded and disconnected environments such as Antarctica, with proposals due September 24. This is a new Area of Interest (26-A011) under the NIWC Atlantic Rapid Capabilities Cell Commercial Solutions Opening N6523626S0001, and carries no set-aside restriction.

The prototype must deliver a multi-tiered visualization architecture addressing a critical operational gap: current safety-of-flight planning and aviation route forecasting are constrained by regional bandwidth limitations, logistical maintenance challenges, and proprietary software outputs that inhibit open-standard scientific and meteorological collaboration. The solution must validate two complementary capabilities: a lightweight, ultra-low-bandwidth visualization tier capable of delivering high-priority imagery to extremely bandwidth-constrained nodes such as the South Pole, paired with a high-fidelity analytical tier for detailed local weather modeling and flight safety assessments.

Success criteria require the system to operate reliably on limited local computing footprints, ingest raw polar-orbiting satellite data locally without high-bandwidth reachback dependency, translate data into non-proprietary open formats, and reduce latency in delivering actionable meteorological visualization. The procurement is categorized under NAICS 541715 (Research and Development in the Physical, Engineering, and Life Sciences) and PSC AC13 (National Defense R&D Services, Experimental Development).

This is a new Area of Interest (AOI) 26-A011 under the Naval Information Warfare Center (NIWC) Atlantic Rapid Capabilities Cell Commercial Solutions Opening N6523626S0001. NIWC Atlantic requires a prototype capability to evaluate and demonstrate a rapidly deployable, integrated, and scalable solution for processing and visualizing polar-orbiting satellite data in extremely remote, degraded, and disconnected environments such as Antarctica. Currently, safety-of-flight planning and aviation route forecasting are impacted by regional bandwidth limitations and logistical maintenance constraints, and proprietary software outputs that impede open-standard scientific and meteorological collaboration. To close this operational capability gap, a successful prototype must validate a multi-tiered visualization architecture: a lightweight, ultra-low-bandwidth capability to deliver high-priority imagery to extremely bandwidth-constrained nodes (such as the South Pole), paired with a high-fidelity analytical capability for detailed local weather modeling and flight safety assessments. Success will be measured by the systems ability to operate reliably on limited local computing footprints, ingest raw polar-orbiting satellite data locally without relying on high-bandwidth reachback, translate data into non-proprietary open formats, and reduce the latency of delivering actionable meteorological visualization.
