Added: Sep 21, 2015 5:12 pm NASA has a requirement to purchase Intellectual Property (source code, schematics, and documentation) from DSPCON, Inc. for data system hardware and software used. DSPCON hardware and software is used in test facility data systems at multiple NASA locations. The data systems that utilize DSPCON hardware and software are in mission critical test facilities supporting NASAs aeronautics and space missions. The inability to maintain the systems will severely impact the Agency missions by increased down times, delays in mission critical schedules, and the inability to acquire the necessary data required to substantiate NASAs technology. CDI, the parent company of DSPCON, has abruptly decided to suspend operations at DSPCON by the end of the calendar year. No other company/vendor has the DSPCON Intellectual Property required to maintain the hardware and software used at NASA GRC.

NASA GRC intends to purchase the items from DSPCON, INC. 380 FOOTHILL RD STE 101, BRIDGEWATER, NJ, 08807-2255.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 24, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
