About this opportunity

Military Sealift Command is conducting a market survey on June 17, 2026, to solicit pricing and availability for dry cargo vessel charter services, with responses due by June 23, 2026, at 11:00 AM Eastern Time.

MSC seeks a self-sustaining U.S. flag, Jones Act-compliant vessel or ABS-certified tug and barge unit capable of carrying a minimum of 75 TEUs of containerized ammunition (Hazard Class/Division 1.1-1.4). The vessel must accommodate maximum TEU gross weight of 30,000 lbs (average 21,000 lbs) and comply with regulatory HAZMAT compatibility and segregation requirements. Load and discharge operations occur at Military Ocean Terminal Concord, California and Valdez, Alaska, with laydate of September 7, 2026, and three days of laytime (SSHEX-Sundays, Saturdays, and holidays excluded). The contractor bears responsibility for segregating all loaded munition containers in compliance with arms, ammunition, and explosives regulations.

Respondents must confirm equipped cargo capacity, a certified spreader bar capable of lifting 30,000 lbs or more, and a container handling forklift with minimum 30,000 lbs lifting capacity, backfire deflectors, and fire extinguisher in good working order. Requested information includes vessel description, lumpsum charter rate, daily demurrage rate, company details, unique entity identifier, and small business status. Under NAICS 483111 (Deep Sea Freight Transportation), the small business size standard is 1,050 employees. Responses submit via email to David Anaya (david.c.anaya.civ@us.navy.mil or 564-226-8419). This RFI does not commit the government to pay costs or award a contract.
