About this opportunity
The U.S. Army Corps of Engineers (USACE), Mobile District is conducting market research to identify potential contractors for maintenance and repair services for the M/V LAWSON and CHOCTAWHATCHEE crane barge. The solicitation (W9127825L0038) encompasses eight specific maintenance tasks, including dry-docking, keel cooler leak repair, potable water tank repair, seachest maintenance, valve replacements, HVAC upgrades, and capstan maintenance. These services will be performed between Pensacola, FL and Gulfport, MS under a Firm Fixed Price Contract. Interested contractors must submit a five-page response by March 28, 2025, at 4:00 p.m. CST, detailing their business classification, service distribution between commercial and government markets, and demonstrating capabilities in maritime vessel maintenance. Responses will be evaluated based on functional capability and submitted via email to Anquonette Wilkins with specific formatting requirements.
The pre-solicitation notice is set aside for Total Small Business contractors, with a small business standard of 1,250 employees under NAICS code 336611 for Ship Building and Repairing. While no specific contract value is mentioned, the comprehensive scope of work suggests a substantial maintenance project involving multiple technical interventions on maritime vessels. The contract will require contractors to provide all necessary labor, materials, tools, and expertise to complete the specified repairs and maintenance tasks. Potential contractors must have experience in dry-docking and barge repairs, and the government is particularly interested in identifying socioeconomic classifications such as HUBZone, Service-Disabled Veteran Owned Small Businesses, and Women Owned Small Businesses. This is a market research notice only, and submission does not guarantee a solicitation or contract award.
