About this opportunity
The Naval Sea Systems Command (NAVSEA) is seeking maintenance, modernization, product improvements, and design support services for existing Dry Deck Shelter (DDS) Program assets, which when installed on host submarines provide capability to support Special Operating Forces missions. The procurement encompasses maintenance availability planning and execution, host submarine interface equipment and fit-ups, Field Change design and installations, DDS inspection and repairs, maintaining the DDS Rotatable Pool, and engineering support. Prospective offerors must be registered in the System for Award Management (SAM) and hold current authorization in the National Industrial Security System (NISS) database to access controlled technical documents through the DDS Bidder's Library. The government intends to conduct this as a full and open competition with solicitation release anticipated around June 2025 and award expected around July 2026. The solicitation will be issued electronically via the Procurement Integrated Enterprise Environment (PIEE), and the government will not accept questions or proposals in response to this pre-solicitation notice.
This opportunity does not utilize any set-aside designations and will be competed as full and open competition among all responsible sources. The contemplated award structure will be a single Cost-Plus-Fixed-Fee contract incorporating Level of Effort, CPFF Completion, and Cost-only components with a base year and four option years totaling 60 months if all options are exercised. No incumbent contractors or potential award values are specified in the notice. The contract will support ongoing operations for DDS assets that enable submarine-based special operations capabilities, with the technical documentation including multiple NAVSEA manuals, drawings, and certification notebooks available through the controlled Bidder's Library process. Companies seeking access to the technical materials must submit facility clearance information and execute terms of use agreements before receiving controlled unclassified information marked as CUI.
