About this opportunity

Military Sealift Command (MSC) Norfolk is conducting market research on July 29, 2026 for a dry cargo voyage charter to transport approximately 7,500 tons of armor stone from South Korea to Guam. This is a sources-sought notice only and does not commit the government to contract.

MSC seeks U.S. or foreign flag, self-sustaining vessels or tug/barge combinations capable of loading from various South Korea ports with an available load date of September 1, 2026 (not guaranteed) and discharge at Hotel Wharf, Apra Harbor, Guam as soon thereafter as possible. Respondents must indicate a 10-day layday window within the September 15–30 timeframe. The cargo is last-on, first-off with flat-bottomed barge design specifications: 180 feet length overall, 45 feet breadth, and 12 feet molded depth. Cargo drawings and deadweight survey documentation are available upon request.

Contractors shall provide cradle, cribbing, blocking, and seafastening; conduct their own mooring analysis; perform all planning and technical work at fixed price; and mutually appoint an independent marine surveyor per the U.S. Navy Towing Manual. All operations must comply with the U.S. Navy Towing Manual.

Responses must include company information and small business standing; vessel details including name, complete description, and flag designation; lump-sum rate and demurrage pricing; and estimated load and discharge rates. Small business size standard for water transportation services (NAICS 483111) is 1,050 employees. Responses are due by 1100 Eastern Time on Wednesday, July 29, 2026, to jordan.a.morrison5.civ@us.navy.mil. Amendment 0001 issued July 28, 2026 clarified cargo specifications with no guarantee of firm order.
