About this opportunity
Military Sealift Command seeks proposals for a dry cargo vessel charter, with offers due August 7, 2026 at 1300 Eastern Time. Amendment 0002, issued August 5, 2026, reopens the original RFP and requires all offerors to either reaffirm or resubmit their proposals; failure to do so disqualifies the offeror from consideration.
Place of performance is Guam, with load port at Tacoma, Washington (load dates 15–20 September 2026) and discharge at Tengan Pier Okinawa, Japan (latest arrival 15–27 October 2026) and Apra Harbor, Guam (latest arrival 15 November 2026). The amendment amends the layday window to commence 15 September 2026 with cancellation on 28 September 2026; offerors must provide a vessel itinerary confirming capability to meet these revised laydays.
MSC seeks one U.S. or foreign flag Roll-On/Roll-Off vessel capable of carrying a minimum of 43,000 square feet of military cargo (tracked and wheeled vehicles and breakbulk) plus 04 TEUs of general cargo. The vessel must accommodate a radar unit measuring 432" x 99" x 168" and be fully outfitted with container lashing gear, communications equipment, and a certified 20-foot spreader bar. Total laytime is 2 days SSHEX. Load is F.I.O.S.S. terms; discharge is liner terms. The vessel must be fully bunkered and comply with munitions container segregation requirements.
Proposals must include vessel name, price, signature, recent certificates of documentation and inspection, an accurate and detailed stow plan with vessel trim and stability calculations, and vessel itinerary. This is a FAR Part 12 simplified acquisition on a firm-fixed-price basis, anticipated to result in one award without discussions. The NAICS code is 483111, Deep Sea Freight Transportation; PSC is V124, Transportation/Travel/Relocation—Transportation: Marine Charter. Service Contract Act prevailing wage rates apply to crew positions.
