About this opportunity
The Military Sealift Command Norfolk is seeking up to two dry cargo voyage charter vessels to transport 364,371 square feet of military cargo, including wheeled vehicles, unmanned aircraft, and breakbulk cargo. Each chartered vessel must be capable of carrying a minimum of 85,000 square feet of cargo and must be U.S. or foreign flag self-sustaining vessels equipped with container ISO deck socket fittings, lashing gear, and full bunkers. The cargo will be loaded at multiple ports including Corpus Christi, Texas, Cuxhaven, Germany, and Gdynia, Poland, with loading scheduled between August and September 2025, and discharged at Bremerhaven, Cuxhaven, and Corpus Christi. The government will evaluate proposals based on the lowest price calculation, which divides the total cost (including lumpsum freight rate, demurrage, and other expenses) by the percentage of cargo each vessel can carry. The solicitation deadline has been extended to June 13, 2025 at 1000 Eastern Time, with a commencing/cancelling date of August 5, 2025.
This is an unrestricted acquisition with no set-aside designation, classified under NAICS code 483111 for Deep Sea Freight Transportation. The contract allows for 12 days total laytime for the entire mission, and vessels must provide detailed stow plans as part of their proposals. The government intends to award contracts to the two offerors with the lowest evaluated price proposals and plans to make awards without discussions, though reserves the right to conduct them if necessary. Performance will occur at various international and domestic ports, including locations in the United States, Germany, and Poland. The solicitation requires compliance with specific wage determinations for maritime workers and includes provisions prohibiting business operations with the Venezuelan Maduro regime.
