About this opportunity

The United States Air Force Pacific Air Forces is seeking industry interest in a mobile Drum Mix Plant for the Guam/Marianas Region, designed to produce hot-mix asphalt with specific technical requirements. The plant must be capable of being relocated and have a counterflow drum mix configuration with capabilities to blend reclaimed asphalt pavement up to 50% by weight. Key specifications include a production rate of 140-160 tons per hour, a complex emission control system with primary and secondary dust collectors, four cold-feed aggregate bins, and a 25,000-gallon asphalt binder tank. The pre-solicitation notice, posted on March 26, 2025, with responses due by April 9, 2025, emphasizes the importance of vendor experience in mobilizing equipment in challenging geographical locations. While this notice is for research purposes and does not constitute a formal solicitation, interested vendors are invited to submit pricing, specifications, and demonstrate their capabilities for potential future contract opportunities.

The pre-solicitation notice does not indicate any specific set-aside designations, and no incumbent contractors are mentioned. The contract falls under the NAICS category of Construction Machinery Manufacturing (333120) and Product Service Code for Clay and Concrete Products Industries Machinery (3630). While no explicit award value is specified, the comprehensive technical requirements suggest a substantial investment in specialized mobile infrastructure. The plant's detailed specifications include features like an integrated dosing system for liquid additives, a 60-ton capacity storage silo, dual operating controls, and options for weigh scales. The Air Force's emphasis on mobility and performance in the Guam/Marianas region indicates that delivery and mobilization capabilities will be critical factors in potential future contract selection.
