About this opportunity

The United States Marine Corps is seeking to procure drug testing kits for its Recruiting Command, with a requirement to supply non-instrumental, single-use instant drug test kits to six Marine Corps Districts. The kits must test for multiple substances including amphetamines, benzodiazepines, cannabinoids, synthetic cannabinoids, and cocaine metabolites at specific cutoff levels. Vendors must provide FDA-approved test kits with a one-step, all-inclusive design featuring built-in validity testing, a temperature strip, and no pre-treatment requirements. Interested vendors must submit their capabilities information, including company details and business size status, by March 7, 2025, at 10:00 A.M. EST, with questions due by March 3, 2025. The evaluation will likely focus on vendors' ability to meet technical specifications, manufacturing capabilities, and delivery requirements to eight Recruiting Stations within each Marine Corps District.

The contract is set aside for total small business participation, with a NAICS classification of Analytical Laboratory Instrument Manufacturing. The anticipated contract will cover a base year and four option years, with an estimated total quantity of 477,200 test kits (approximately 95,440 kits annually). Delivery orders will be issued quarterly, with a 10-day delivery requirement after receipt of order. While no specific incumbent was explicitly named, the current device in use is a DrugCheck NxScan OnSite kit. The anticipated award and contract start date is December 2025, with an expected total contract value that would support the procurement of drug testing kits across all six Marine Corps Districts. Contractors must be prepared to provide all necessary materials, equipment, personnel, and facilities for manufacturing and delivering the drug test kits to the specified locations.
