About this opportunity

This pre-solicitation notice is for a two-phase design-build project to renovate Building 631 at Grand Forks, North Dakota for use as a Formal Training Unit to accommodate the Disaster Resiliency Program mission. The Department of the Army Corps of Engineers Engineering District Omaha will issue a solicitation on or about September 15th for Phase One. The renovation will upgrade the existing two-story facility with reinforced concrete, structural steel, CMU walls and a standing seam metal roof. Intrusion detection, cybersecurity, and security systems will be installed to meet DoD requirements.

There is no set-aside designated for this opportunity. Interested offerors must have an active SAM registration including NAICS code 236220, Construction of Commercial and Institutional Buildings, prior to submission. Preliminary planning estimates construction costs to be between $25-100 million. The facilities are to be permanently constructed according to UFC criteria and be compatible with DoD, Air Force and base design standards using local materials when cost-effective. Special requirements include raised flooring, controlled spaces per ICD/ICS 705, and antiterrorism/force protection standards.

On or about 15 September 2022, this office will issue a solicitation for Phase One of a Two-Phase Design-Build (DB) project for DRP Formal Training Unit Bldg. 631, Grand Forks, North Dakota.

This solicitation is Unrestricted. All contractors must be registered and have an active and verified account in the System for Award Management (SAM) to receive a contract award from any DoD activity.  Contractors may access the Internet site at: https://www.sam.gov/ to register and/or obtain information about the SAM program.  Contractors must ensure that the applicable NAICS code 236220 is included in their profile prior to submission of offer.

Renovate existing Building 631 for use as a Formal Training Unit (FTU) to accommodate the Disaster Resiliency Program (DRP) mission sets. The two-story FTU Facility is constructed with a reinforced concrete foundation, structural steel frame, concrete masonry unit (CMU) exterior walls, and standing seam metal roof system. The facilities include the installation of intrusion detection systems and cybersecurity measures for facility-related systems. The project includes all individual building utility service connections, site preparation, communications, privatized utility connection fees, fire detection and suppression systems, and pavements. The facilities will meet DoD requirements and security protocols for controlled spaces with security sensors and alarms. The DRP complex will include an integrated physical security system consisting of security fences, gates, and electronic security systems to include Intrusion Detection Systems (IDS), Access Control Systems (ACS), Closed Circuit Television (CCTV), and security lighting. Facilities will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements, UFC 1-200-02, High Performance and Sustainable Building Requirements, UFC 4-211-01, and other UFCs as appropriate. The facility should be compatible with applicable DoD, Air Force, and base design

standards. In addition, local materials and construction techniques shall be used when cost effective. This project will comply with DoD antiterrorism / force protection requirements per unified facilities criteria. Special Construction Requirements: Raised flooring as required, and controlled space specifications and construction in accordance with ICD/ICS 705 is necessary for mission-essential primary facilities. Preliminary planning is currently being performed to collect requisite information and better identify the requirements and details of this project.  The following information is tentative and meant to provide interested firms with an idea of the general nature of the anticipated work.  The Government reserves the right to update this information as project planning documentation is published and updated. 

The magnitude of construction costs for this project is between $25,000,000 and

$100,000,000.
