About this opportunity

The U.S. Embassy Bangkok (Department of State) is issuing a Request for Quotations (RFQ) for drone show services to celebrate 250 years of American independence at the Freedom 250 Event on June 25, 2026. The primary requirement is a high-quality drone show featuring at least 300 drones for a 10-15 minute performance, viewable from the grand ballroom of the Ritz-Carlton Hotel overlooking Lumpini Park, with an alternative venue option at One Bangkok. Offerors must be registered in the System for Award Management (SAM) database prior to submission and must demonstrate established business operations in Thailand with relevant past performance in drone shows, necessary personnel, equipment, and all required local licenses and permits. Award will be made to the lowest priced acceptable, responsible offeror based on initial quotations without discussions, unless discussions are deemed necessary with companies in the competitive range. The quotation submission deadline is March 31, 2026 at 4:00 PM Bangkok local time, with written questions due by March 23, 2026 at 12:00 PM Bangkok local time to the Contracting Officer.

This is a new contract with no set-aside designation and no incumbent contractor, as this is the first time the Embassy is procuring drone show services. All pricing must be submitted in Thai Baht with no Value Added Tax applicable due to U.S. Embassy tax exemption. The contractor must provide comprehensive services including creative design, permitting, insurance (including Defense Base Act coverage), equipment, and logistics, with key deliverables including initial creative design by May 15, 2026, full animated preview by June 1, 2026, final approval preview by June 12, 2026, proof of local authority permits by June 1, 2026, and proof of insurance by June 24, 2026. The place of performance is Thailand, with the event taking place in Bangkok. Optional additional drone shows may be available at prices specified in the quotation, providing potential for contract expansion beyond the primary event.

Enclosed is a Request for Quotations (RFQ) for drone show services.  If you would like to submit a quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the solicitation. 

The U.S. government intends to award contracts to responsible companies submitting acceptable offers at the lowest prices.  We intend to award contracts based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.203-1. Failure to be registered at time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.
