About this opportunity

The Army Contracting Command-Aberdeen Proving Ground-Belvoir Division is issuing a Request for Information (RFI) on behalf of PM GS to solicit industry input on replacing the currently fielded Driver's Vision Enhancer - Abrams (DVE-A) AN/VAS-5B (X) configuration with an upgraded Driver's Vision Enhancer - Abrams - High Definition (DVE-A-HD) system. The DVE-A-HD will be a Commercial Off-The-Shelf (COTS) or Non-Developmental Item (NDI) thermal imaging system designed to enhance M1A1 and M1A2 Abrams tank driver visibility during daylight, darkness, adverse weather, and contaminated battlefield conditions. Key objectives include improved display resolution, image stabilization, thermal imaging capabilities, enhanced route selection, and hazard detection features, with emphasis on reducing cost and schedule risks through innovative approaches. The government is particularly interested in understanding vendor capabilities, production capacities, integration challenges, and will conduct one-on-one sessions and a demonstration event in November 2025 in Northern Virginia. The RFI response deadline is December 8, 2025, with responses limited to 20 pages, and the government requests rough order of magnitude pricing estimates for various production scenarios to inform future procurement strategy.

This opportunity carries no set-aside designation and represents a procurement of approximately 200 initial units with potential expansion to 5,000 units, with design integration scheduled to begin in FY26, production commencing no later than the fourth quarter of FY27, and unit deliveries continuing through FY28. The current contractor, Raytheon Company, manufactures the existing DVE-A Display/Control Module (DCM), and detailed technical drawings for existing components including the DCM, mounting brackets, and installation kits have been provided to prospective vendors as reference materials. The government is considering an Indefinite Quantity, Indefinite Delivery (IDIQ) contract vehicle for this procurement, though specific budget ranges and total award values have not been disclosed in the pre-solicitation notice. Interested contractors should note that the RFI was reopened and extended due to the government shutdown, with previous documentation requests to be provided the week of November 17, 2025. This procurement falls under NAICS category 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) and PSC category 5895 (Miscellaneous Communication Equipment).

Notice text

The Army Contracting Command- Aberdeen Proving Ground- Belvoir Division (ACC-APG Belvoir), on behalf of PM GS, is issuing a Request for Information (RFI), in accordance with Federal Acquisition Regulation (FAR) Part 10 and 15.201(e).  PM GS is the office of primary responsibility for the Driver’s Vision Enhancer – Abrams – High Definition (DVE-A-HD) capability, which is intended to replace the currently fielded Driver’s Vision Enhancer – Abrams (DVE-A) AN/VAS-5B (X) configuration, part of the DVE-Family of Systems (FOS).  The DVE-A enables M1A1 and M1A2 vehicles to continue operating during daylight, darkness (under all ambient light levels), adverse weather, and “dirty” battlefield conditions, aiding the driver to negotiate obstacles such as ditches, craters, railways, water, etc.  Operating nominally in the 8 to 14 micrometer spectral region, the DVE-A is a real time, uncooled passive thermal imaging system with each unit comprised of a Sensor Assembly (including all required mounting hardware, wiring, and connectors), Display / Control Module (DCM), Quick Release Bracket, and Quick Release Cable.

As a result of the Government Shutdown, this RFI has been reopened and extended past the previous due date of 30 October 2025.  Previous requests for documentation will be provided the week of 17 November 2025.
