About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Hood is seeking a contractor to provide Military Mobile Force Protection Training for eight soldiers in North Carolina from April 6-9, 2026. The contract is a non-personnel services agreement requiring the contractor to furnish all personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision necessary to conduct the training during standard business hours (0700-1700 Monday through Friday). The primary training objectives include evasive driving skills, vehicle rollover drills, and tactical off-road driving skills, with instruction covering vehicle characteristics, safety procedures, tactical route planning, convoy communications, precision driving techniques, and vehicle recovery methods. Contractors must employ certified instructors with expertise in off-road driving techniques and preferably prior Special Operations Forces experience. Performance will be evaluated based on student complaint standards, with no more than one customer complaint permitted per report for each of the three certification objectives, verified through random student sampling. Key deadlines include the pre-solicitation notice response date of March 9, 2026, and contractor requirements to establish a Quality Control Program within 30 days of award and complete Antiterrorism Level I training and iWatch briefings within the same timeframe.
This opportunity is designated as a Total Small Business set-aside, limiting competition to eligible small business concerns. The contract is structured as a Firm Fixed Price award, though no specific award value or budget range is disclosed in the pre-solicitation notice. The statement of work requires training for a total of eight soldiers over a four-day period in April 2026, representing a relatively contained scope focused on specialized military driver training. No incumbent contractor or current contract information has been identified in the available documentation. Contractors responding to the eventual full solicitation will need to demonstrate security clearance eligibility and compliance with installation access requirements, including background checks and personal identity verification procedures. The compressed timeline between the pre-solicitation notice posting (March 4, 2026) and the response deadline (March 9, 2026) provides a limited window for interested contractors to prepare questions or clarifications before the formal solicitation release.
