About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure a Drive Unit, Angle with National Stock Number 7H-3010-012551836, specifically requiring 6 units to be delivered to DLA Distribution facilities in New Cumberland, PA and Tracy, CA. The procurement is classified under Product Service Code 3010 for Torque Converters and Speed Changers. The government intends to negotiate with a single source under FAR 6.302-1 authority, though all responsible sources may express interest and capability within 45 days of the synopsis publication (or 30 days if awarded under an existing Basic Ordering Agreement). Potential vendors must obtain necessary military specifications and standards through the DoD Single Stock Point, with most documents available via ASSIST-Online. The government has determined that the rights to use data for purchasing or repairing this part are not owned by the government and cannot be easily developed or reverse engineered.

The opportunity is designated as a Total Small Business set-aside, signaling preference for small business participants. While specific award value is not disclosed, the contract involves procuring six units of a specialized drive unit with technical complexity that prohibits simple reproduction or alternative sourcing. The procurement timeline spans from the August 18, 2024 posting date to the January 30, 2025 due date, providing interested vendors approximately five months to prepare responses. Vendors without internet access can request documentation by contacting the DLA Document Services help desk via phone or mail. The government retains sole discretion in determining whether to conduct a competitive procurement based on responses received, and has explicitly stated that commercial item policies from FAR Part 12 will not be applied in this solicitation.
