About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure a DRIVE, ENCODER with National Stock Number 7G-5820-011813294, specifically requiring 70 units to be delivered FOB Origin. The proposed contract action will be negotiated under FAR 6.302-1 authority, indicating a potential sole-source procurement. The government currently does not own the technical data rights for this part and has determined it would be uneconomical to purchase those rights or reverse engineer the component. Interested parties can obtain relevant specifications and documents through the DoD Single Stock Point (DODSSP) via ASSIST-Online or by contacting their help desk. Proposals, quotations, or capability statements will be considered within 45 days of the synopsis publication (or 30 days if awarded under an existing Basic Ordering Agreement), with the government retaining sole discretion on competitive procurement decisions.

The pre-solicitation notice indicates no specific set-aside designation for this contract opportunity. The procurement falls under the PSC Category 5820-P for Radio and Television Communication Equipment, with a potential award contingent upon the offeror, product, service, and manufacturer meeting specific qualification requirements. While no specific award value is disclosed, the quantity of 70 encoder units suggests a targeted, specialized procurement. The opportunity is open until May 16, 2025, providing potential vendors an extended window to demonstrate capabilities. The government has explicitly stated it will not be using FAR Part 12 policies for commercial item acquisition, and interested commercial vendors have 15 days from the notice to identify their capability to meet the requirement. Qualification requirements will be detailed in the individual solicitation, with the final award determination based on meeting specific criteria outlined in FAR clause 52.209-1.
