About this opportunity

The U.S. Department of Transportation's John A. Volpe National Transportation Systems Center is seeking drilling and sampling services at the Kinneytown Dam in Seymour and Ansonia, Connecticut, under an Interagency Agreement supporting the EPA's Targeted Brownfields Assessments program. The contractor must provide all labor, equipment, and tools necessary for drilling activities in preparation for the dam's eventual demolition and river restoration, though the demolition itself is not part of this scope. Key requirements include possession of valid Connecticut drilling licenses and certifications, compliance with all federal, state, and local regulations, and adherence to the most stringent requirements where inconsistencies exist. The government intends to award a single firm fixed price purchase order based on an acceptable quote covering schedule, price, licenses, and certifications. Quotations are due by 1:00 PM Eastern Time on July 8, 2025, and must be submitted electronically to the contracting officer at Roland.Regan@dot.gov.

This procurement is designated as a Total Small Business set-aside under NAICS code 541620 (Environmental Consulting Services) with a size standard of $19 million. No incumbent contractors or current service providers are identified in the solicitation notice. The contract structure includes a single Contract Line Item Number (CLIN 00100) for one complete job, with offerors required to provide both unit and total firm fixed prices. The period of performance extends from the date of award through December 31, 2025, providing approximately five to six months for completion of all drilling and sampling activities. All work will be performed at the Kinneytown Dam site located in Seymour and Ansonia, Connecticut, with contractors required to be registered in the System for Award Management (SAM) to receive any award.
