About this opportunity

The Department of Homeland Security United States Secret Service is seeking to procure custom tailored dress suits for the James J. Rowley Training Center to support its Protective Detail Team training program. The suits must be Navy Blue, two-piece designs with double vents and flat front trousers, constructed from durable, wrinkle-resistant wool blend or polyester blend fabric suitable for year-round wear. All textiles and manufacturing must be domestic and Kissell Amendment compliant. Contractors must demonstrate recent relevant experience in tailored suiting, provide contract references with points of contact, and submit organizational information including CAGE Code and DUNS Number. The Government will evaluate capability statements based on demonstrated experience, capacity to meet requirements, and identification of any challenges or risks associated with fulfilling the contract. The deadline for interested firms to submit capability statements is February 18, 2026, at 4:00 PM Eastern Time, with submissions directed electronically to Contract Specialist Casey Cauffman and Contracting Officer Ryan Julias.

This procurement carries no set-aside designation and no incumbent contractor is identified in the pre-solicitation notice. The contemplated contract will be structured as a firm fixed price blanket purchase agreement with a 5-year ordering period, with delivery required within 30 days of order placement to the James J. Rowley Training Center in Laurel, Maryland. The initial CLIN specifies 24 suits with unit and total prices to be determined by the selected contractor's proposal. Based on the Request for Information, the Government estimates a need for approximately 14 classes across FY 2026 and FY 2027, translating to roughly 28 suits minimum during that period, though the actual quantities and award values will depend on contractor pricing submissions and future ordering under the blanket purchase agreement. Contractors are responsible for all alterations, providing reinforced stitching and seams free from defects, paid shipping for defective items, and maintaining a minimum one-year warranty against manufacturing defects.
