About this opportunity
The Department of Homeland Security US Coast Guard is seeking contractors to perform maintenance dredging of the entrance channel at USCG Station Eaton's Neck through mechanical means only. The project requires removal of approximately 6,000 cubic yards of sand, gravel, and cobbles from the channel and placement of dredged material along a nearby shoreline disposal site. All work must comply with project specifications PSN 24014900, Department of Army Permit NAN-2016-00301, and New York DEC Permit 1-4726-00545/00022. Due to environmental and permitting restrictions, all dredging operations must be completed no later than March 24, 2026, with no work permitted after March 31, 2026. The due date for this pre-solicitation notice is October 31, 2025, and contractors must ensure navigation through the channel remains possible throughout the dredging operations.
This opportunity is designated as a Total Small Business set-aside under NAICS code 237990 (Other Heavy and Civil Engineering Construction). The estimated quantity of 6,000 cubic yards is based on historical annual dredging averages, and contractors must provide a per-cubic-yard cost that will be used for contract adjustments based on actual material removed within the specified dredge limits. Compensation will be based on the actual quantity of dredge material removed and disposed of rather than the estimated amount. The project includes all necessary personnel, equipment, materials, tools, vehicles, supervision, and related services required to complete the maintenance dredging work. Contractors have until the end of March to correct any deficiencies if the post-dredge survey indicates that specified dredge limits have not been met by the March 24 deadline.
Notice text
The project includes all personnel, equipment, materials, tools, vehicles, supervision, and other items and services required to perform maintenance dredging (by mechanical means) of the entrance channel into the mooring basin of USCG STA Eaton’s Neck. It also includes all efforts required for placing the material along a nearby shoreline and incidental related work. The total estimated amount of material to be removed from the channel is 6,000 cubic yards of sand, gravel, and cobbles and is based on previous years’ estimates.
Dredging work is restricted to mechanical methods. Due to the scheduling restrictions in the NY DEC dredging permit, all dredging work shall be completed no later than March 24th 2026. All work shall be accomplished in accordance with the project specifications (PSN 24014900), Department of Army Permit (NAN-2016-00301), New York DEC Permit (1-4726-00545/00022) (See Appendix A of the Specifications).
The dredge spoils shall be disposed at the USCG STA Eaton’s Neck Beach Site per the USACE and NY DEC permits. Additional work requirements are herein. In the event that the post-dredge survey indicates that the specified dredge limits have not been met by March 24th, the contractor shall use the time remaining in the month of March to correct the deficiencies. No work is permitted after March 31st due to permitting and environmental restrictions.
NOTES:
- Conduct dredging operations so that navigation through the channel is possible at all times.
- Dredge quantity of 6,000 CY. This estimate based on an average of the past annual dredging. The Contractor shall provide a cost for dredging per cubic yard. That per cubic yard cost will be used for any necessary contract cost adjustment resulting from dredging more or less than the estimated 6,000 cubic yards, within the limits of dredge. Contractor will be compensated for actual quantity of dredge material removed and disposed, within the limits of dredge, as shown on the plan sheets.
- Dredge disposal site location is to be at the USCG STA Eatons Neck Beach Site, as identified in ACOE Permit # NAN-2016-00301. Note that barge access to the eastern half of the Beach Site is not possible due to shallow boulders and obstructions. Accordingly, material placement in this area requires upland transport from barges positioned at the western half of the Beach Site.
The estimated value of the procurement is between $500,000 and $1,000,000. Performance and Payment bonds will be required. Solicitation packages will be available on or about 31 October 2025. The tentative date set for receipt of bids is scheduled for 02 December 2025 at 2:00 pm.
