About this opportunity
This Sources Sought Synopsis, issued by Marine Corps Installations East (MCIEAST) Regional Contracting Office under the Department of Defense, seeks market research information regarding Industrial Control Systems (ICS)/Operational Technology (OT) cybersecurity platforms. The Government is investigating sources for a Dragos or equivalent solution to protect critical infrastructure and facilities-related control systems within the Marine Corps. This is a woman-owned small business set-aside opportunity classified under NAICS 513210 (Software Publishers) and PSC 7A21 (IT and Telecom - Business Application Software). The synopsis does not constitute a binding solicitation or formal commitment to award a contract, but rather serves to identify qualified vendors and determine the appropriate acquisition strategy. The special notice was posted on April 22-23, 2026.
The Government seeks vendors capable of providing comprehensive ICS/OT cybersecurity capabilities that must include six salient characteristics: passive asset discovery, ICS-specific threat intelligence with continuously updated feeds, deep packet inspection for industrial protocols (Modbus, DNP3, Ethernet/IP, S7), baseline and anomaly detection, forensic investigation with response playbooks, and full functionality in air-gapped or intermittently connected environments. Interested vendors must submit a capabilities statement package not exceeding 10 pages by May 1, 2026 at 4:30 PM EDT, addressing company information (including UEI number and CAGE code), detailed point-by-point product information demonstrating how their offering meets or exceeds each salient characteristic, and relevant past performance with ICS/OT security solutions for the Department of Defense or other federal agencies. Submissions must be directed to Contract Specialist Arlene Williams at arlene.d.williams@usmc.mil or Contracting Officer Waymon Gardner at waymon.gardner@usmc.mil. To participate, contractors must qualify as woman-owned small businesses under the applicable socio-economic status categories and provide substantive technical documentation rather than general marketing materials. The Government will use the submitted information to evaluate acquisition strategy options and determine small business set-aside eligibility for the eventual formal solicitation.
