Notice text

The U.S. Bureau of Reclamation, Upper Colorado Region has a requirement for Draft Tube Discharge Ring Repairs at the Blue Mesa Power Plant, 40 miles East of Montrose, Colorado. This requirement for commercial items is being procured in accordance with FAR Part 13.5, "Test Program for Certain Commercial Items" and Parts 12 and 15 of the Federal Acquisition Regulation. This is being procured under full and open competition. The Bureau of Reclamation intends to issue a request for proposal for this requirement. The Government anticipates issuing a Commercial Item, Fixed Price contract. The Blue Mesa Power Plant contains two Francis type hydraulic turbine generators. Each turbine is rated at 41,500 horsepower at 280 feet effective head. Turbine diameter is approximately 10 feet and the discharge ring diameter is 8 feet 1 inches (2482.85mm) diameter. The discharge rings have been damaged due to cavitation and must be repaired in order to prevent further deterioration. An attempt to repair the rings by installing steel plates has proven inadequate. The welds retaining many of these plates have failed and the plates have been lost. The contractor must remove the balance of the plates prior to initiating weld repair. The contractor must restore the discharge rings to the original manufacturer's dimensions and profile. The contractor must devise a repair method to best restore the discharge ring and other damage, subject to the specifications and approved procedures. Two weeks will be allowed for each unit outage. Completion of the work within this time frame is critical. Work has been scheduled for only one unit at a time. The work is located at the Blue Mesa Power Plant, 20 miles west of Gunnison Colorado on Highway 50, or 40 miles East of Montrose, Colorado on Highway 50. Expect snow, ice, and occasional sub-zero temperatures during winter months. The North American Industry Classification System (NAICS) Code is 811310. All responsible sources may submit a proposal which shall be considered by the agency. An electronic copy of the solicitation will be available APPROXIMATELY August 19, 2009 at www.fbo.gov.
