About this opportunity
The United States Marine Corps released a draft Statement of Work and Performance Specification for the Extendable Boom Forklift (EBFL) on August 18, 2026, and is accepting industry technical clarification questions through September 3, 2026 at 12:00 PM EDT (per Amendment 01). This is not a proposal solicitation; the Marine Corps is refinancing technical and administrative requirements before issuing a formal RFP, and all draft information remains subject to modification based on industry input.
The EBFL is a diesel-powered, rough-terrain telehandler required to transport, load, and unload tactical cargo up to 11,000 pounds over uneven terrain including sand, snow, and mud while handling ammunition and expeditionary supplies. The specification mandates a rated capacity of 11,000 pounds at 24-inch load center or 7,000 pounds at 48-inch load center using two quick-attach, detachable carriages with adjustable fork tines from 0 to 76 inches. The system must load and unload fully loaded 463L pallets (88x108 inches) weighing up to 10,000 pounds at 54-inch load center and standard military pallets (40x48 inches) into ISO containers. Key performance thresholds include minimum 12-foot vertical lift height, 4,000-pound horizontal extended capacity at 20-foot boom extension, 35-foot turning radius, and capability to negotiate 45-percent slopes. The EBFL must be air transportable in C-130, C-17, and C-5 aircraft and externally liftable by CH-53K helicopter, with cab height constrained to 84 inches for CH-53K loading operations. The procurement covers 374 units with delivery distributed across CONUS and OCONUS installations including Camp Pendleton, Quantico, Japan, and Hawaii, with production of at least three units monthly following Product Verification Test and Full Rate Production decision. Interested parties must submit questions using the Q&A Matrix Template attachment.

This posting announces the release of Draft Statement of Work (SOW) and Performance Specification (PSpec) for the Extendable Boom Forklift (EBFL), see attached. The primary objective of this notice is to provide industry partners with a comprehensive understanding of the mission requirements and submit technical clarification questions before the Government finalizes its formal Request for Proposals (RFP).
It is important to clarify that the government is not currently soliciting or negotiating formal proposals through this draft. The focus of this phase is strictly on refining the acquisition's technical and administrative requirements to ensure clarity and feasibility. This draft SOW and PSpec remains non-binding, and all infoDraftrmation contained within is subject to further modification based on continued evaluation and industry input.
The EBFL is a diesel-powered, rough-terrain telehandler engineered to transport, load, and unload tactical cargo weighing up to 11,000 pounds. A primary focus of this draft is the forklift's ability to operate reliably over uneven and severe terrain, including sand, snow, and mud, while handling sensitive payloads such as ammunition, general cargo, and expeditionary supplies.
The draft specifications outline strict lifting and dimensional thresholds that the replacement vehicle must achieve. The system must support a rated capacity of 11,000 pounds at a 24-inch load center, or 7,000 pounds at a 48-inch load center, utilizing two separate quick-attach, detachable carriages capable of adjusting fork tine widths from 0 to 76 inches. Additionally, the draft mandates the capability to handle fully loaded 463L pallets (88x108 inches) weighing up to 10,000 pounds at a 54-inch load center. For standard logistics, the forklift must be capable of loading and unloading a 4,000-pound standard military pallet (40x48 inches) into an 8x8x20-foot ISO container elevated on a Marine Corps tactical vehicle or trailer, while maintaining physical compatibility with transport assets like CH-53E/K aircraft.
All industry questions and feedback regarding these draft documents must be submitted utilizing the attached Q&A Matrix Templated (Attachment 1). Incomplete rows will not receive a Government response. Email Subject Line: EBFL Draft SOW/PSpec Questions -[Contractor Name]. All emails must adhere to the above format.
Responses must be emailed to Stefanie Conway at stefanie.conway@usmc.mil no later than 03 Sept 2026@ 12pm EDT.
