About this opportunity

USACE Omaha District announced a draft solicitation for a small business set-aside, multiple-award task order contract (MATOC) with a shared maximum capacity of $99 million for Facilities Sustainment, Restoration, and Modernization (FSRM) roofing services; no response is required at this time. The Government intends to award contracts to approximately five contractors under a design-build/design-bid-build IDIQ structure with a five-year ordering period consisting of a three-year base and two-year option. Geographic scope covers primarily Colorado and Wyoming supporting USACE Omaha District operations, with work predominantly renovation at occupied facilities.

Task orders will encompass repair, replacement, design, and construction of roofing systems including single-ply membrane, standing-seam metal, tile, sprayed polyurethane foam, protected membrane, and energy-efficient systems. Associated scope includes insulation, vapor and air barriers, gutters, downspouts, flashings, and related components; incidental repairs from roof leaks such as ceiling, painting, and carpet work; and incidental lead-based paint or asbestos abatement where required. Roofing systems must account for Colorado and Wyoming environmental conditions including snow loads, wind forces, and lightning. Task-order-specific sustainability requirements may apply, though LEED certification is not anticipated.

NAICS 238610 (Roofing Contractors) applies. Offerors must maintain active SAM registration and current electronic Representations and Certifications. Solicitation documents and amendments will post exclusively through SAM.gov.
