Draft Request for Proposal (RFP) The Government is seeking questions, comments, suggestions, and corrections to improve the draft solicitation for this procurement. Potential Offerors may exchange as much information about internal business practices or potential solutions to the Army on a confidential basis. The Draft RFP is not a formal solicitation; it is a mechanism for potential Offerors to comment on all aspects of the Draft RFP and identify unnecessary or inefficient requirements. Information Offerors need to prepare its proposal, however, will be disclosed to all potential Offerors at the earliest possible opportunity. All feedback provided by industry on this draft RFP shall be provided at no charge to the government. Offerors should not expect a Government response to feedback provided, instead any feedback will be reviewed and incorporated into the final RFP, at the Governments discretion.
The Government emphasizes that this is not a request for competitive proposals. This is a Draft RFP announcement only. No evaluation letters and/or results will be issued to the respondents. Solicitation requests will not be acknowledged. USACE Omaha is not seeking or accepting unsolicited proposals, and USACE Omaha will not accept telephone inquiries. The final RFP may be different from the Draft RFP.
Magnitude of Construction: Disclosure of the magnitude of construction, as prescribed in FAR 36.204 and DFARS 236.204, is between $25M and $100M.
Project Period of Performance: 730 calendar days from construction NTP.
DRAFT RFP Bidder Inquiry Key: AXDXX9-Q7TUD7
DRAFT Evaluation Documents: In order to facilitate fruitful exchange with industry, draft solicitation documents are being provided for review:
1_Draft contracting front end._DRAFT_Solicitation_W9128F24R0031_B-21 ADAL , Draft Source Selection Evaluation Criteria (00 22 00),
2_Technical Specifications _100_PERCENT_SPECS_ELB5_DRAFT,
3_Technical Drawings _2024.04.05_USACE_B-21_OPS AMU_100 DESIGN_VOL.1 DRAWINGS_DRAFT, and 2024.04.05_USACE_B-21_OPS AMU_100 DESIGN_VOL. 2 DRAWINGS_DRAFT.
Additional Questions:
1. The Government is interested in any feedback related to the requirements of the draft RFP; including but not limited to technical requirements, phasing requirements, proposal requirements, etc.
2. Given the magnitude of work currently occurring at Ellsworth AFB (approximately $500M in contracts already awarded in close proximity to this project site); are there any items to consider adding, removing, revising in the DRAFT solicitation to minimize coordination risk between this and adjacent construction sites.
3. Given the quantity of airfield paving being placed concurrent with this project at Ellsworth AFB, are there provisions that should be considered related to the sourcing, batching, and placement of airfield pavement under this solicitation? Feedback of interest includes, but is not limited to availability of materials (concrete, aggregate, etc.), batching and placement, equipment, labor, and other work in the area that may impact availability of these items.
Please submit your responses to the draft RFP no later that 2:00PM (CT), 1 August 2024 to Nancy Garside at gloria.garside@usace.army.mil, and copy Amanda Eaton at amanda.e.eaton@usace.army.mil subject line of the email: DRAFT_RFP_W9128F24R0031_Response.
